This project provided a comprehensive evaluation of the Defra-funded Rural Housing Enabler (RHE) Programme, delivered nationally through Action with Communities in Rural England (ACRE). The programme supports Rural Housing Enablers working with local communities, councils, landowners and housing providers to help unlock affordable housing in rural areas.
Led by the Dr Demelza Jones at the CCRI, and working in partnership with Expert Academic Partnerships (EAP), the evaluation examined how RHEs contribute to building trust, strengthening local capacity and enabling the progression of affordable rural housing schemes. It explored both short-term outcomes, such as awareness raising and partnership building, and longer-term benefits for residents’ health, wellbeing and community sustainability.
A key feature of the study was its assessment of social value, using Social Return on Investment (SROI) modelling to demonstrate the wider benefits generated by RHE activity. The findings provide robust evidence to inform future policy, funding decisions and programme design, highlighting the importance of independent, well-supported RHE services in sustaining thriving rural communities.
